Egbert, one of Glimmer's missing siblings, is being held for Graven Valley's witch burning. The guard only lets you in with a ticket, so work through the local route until you can get one. None of the sources say exactly how you get the ticket.

Get the ticket, then enter the burning. The plan is to cut the ropes while the trumpeter performs.
Beat Lida the Terrible
She throws projectiles and homing knives, so keep moving. At half health she raises a table in the middle with spikes on both sides. Dodge the cleavers that fall in threes through the gap in the middle, and dodge falling knife cones at their tip.
Collect Egbert
Go into the room to the left of the boss arena to free Egbert.
