The Drains' boss is behind a broken elevator. You need Wind Ride and all 3 Elevator Parts before you can reach her.
How to reach and beat her
Get Wind Ride
From the tent next to the broken elevator, go right across the windy spike room and drop down. Clear the four-enemy fight and keep going right to the nest with the ability egg. Wind Ride lets you hold jump in a wind current to ride it upward.
Collect the 3 Elevator Parts
The parts are spread across the upper and lower Drains. See Elevator Parts for all three locations.
Take the lift down
With 3/3 parts, return to the elevator, which is left of the tent in the middle of The Drains. The fight happens on the lift as it goes down.
Fight her on the lift
She stays above you, so attack upward or in midair. Wait for gaps between her spike balls and spinning spikes, and kill the enemy she summons first. When she vanishes and the lift rises, just slide through the spike balls. Remember your slide has a cooldown.

Defeating her unlocks the Down the Drains achievement. One guide also says she drops a Golden Feather.
