The Swarm is the second boss, in The Bog. You meet it shortly after the gate to Queen's Castle, where the guard turns you away until you have 7 Golden Feathers.
How to beat it
Attack upward
The bugs fly above you. Attack upward or while jumping. Stay clear while they surround themselves with projectiles, then dodge the projectiles once they're thrown.
Jump the bug walls
Waves of bugs fly in from the right as barriers. Use the bubbles to get enough height to jump over them.
Hit the skull
Just before half health the bugs carry in a skull and control it. Hit the skull, which is an easier target than the bugs. Watch for its new ground-pound shockwave.
Final quarter
At a quarter health, single bugs start charging along the ground from both sides. Slide under them or jump over them.

Beating The Swarm unlocks the Buggy Business achievement and gives you Climb. On the way back toward Night Garden you unlock Tent Travel, which lets you fast-travel to any tent you've found. Next, head down into The Drains.
